Three-way talks on Blue Nile dam to resume on Tuesday: Ramaphosa

Negotiations between Ethiopia, Egypt and Sudan over a multi-billion dollar dam on the Blue Nile will resume on Tuesday, nearly two months after Egypt left the talks, African Union chairperson Cyril Ramaphosa said on Monday.

A bitter dispute between the three countries over the filling and operation of the Grand Ethiopian Renaissance Dam (GERD) remains unresolved even after the reservoir behind the dam began filling in July.

“The resumption of the trilateral negotiations on the GERD…is a reaffirmation of the confidence that the parties have in an African-led negotiations process,” Ramaphosa, who is South Africa’s president, said in a statement.

The resumption of talks comes two days after Ethiopia summoned the United States ambassador over what it called an “incitement of war” between Ethiopia and Egypt by US President Donald Trump over the dam dispute.

Trump had called on Friday for an agreement between the countries, but said it was a dangerous situation and that Cairo could end up “blowing up that dam.”

Trump suggests Egypt might blow up the Ethiopian Renaissance Dam:

Egypt, which gets more than 90% of its scarce fresh water supply from the Nile and fears the dam could devastate its economy, left the negotiations in August after Ethiopia proposed a new timeline for filling the GERD. Trump also said Ethiopia had broken a US-brokered agreement to resolve the dispute, forcing him to cut funds.

Ethiopia says the Great Renaissance Dam Project won’t negatively impact water supply to its neighbours:

The US cut $100 million in aid to Ethiopia in September due to its position on GERD.

Ethiopian lawmakers said on Monday that “no force on earth” would stop the completion of the dam and that they were ready to defend it from internal as well as external attacks.

“We will defend any possible internal and external attacks and conspiracies and we shall complete the dam,” the lawmakers from the lower House said in a statement.

Zanzibar opposition campaign manager says he was threatened by armed men

An opposition party campaign manager in semi-autonomous Zanzibar said on Sunday that he had been seized and threatened by armed men, while a parliamentary candidate was still missing before Tanzanian elections next week.

Earlier on Sunday the ACT-Wazalendo party said Nassor Mazrui, its Zanzibar campaign manager and the party’s deputy secretary general for the archipelago, and Abdalla Ali Abdalla, the party candidate for the House of Representative elections, had been abducted on Saturday in separate incidents.

Mazrui re-emerged at the party’s political rally in Zanzibar later on Sunday, saying his assailants fired a shot in the air before forcing him out of his car and into theirs. They later released him in a forest, he said.

“Throughout the time my face was covered face with a cloth and they frightened me seriously. Some people said I staged my abduction. Why should I do that? For what benefit?” he said in comments broadcast on television.

Zanzibar police were not immediately available to comment.

ACT Wazalendo, which wants a new constitution that would grant Zanzibar “a full autonomy”, has given no update on the fate of Abdalla. Its spokesman could not be reached.

Zanzibar and mainland Tanzania are due to hold elections for president, lawmakers and local governments on Wednesday. Zanzibar has previously been rocked by post-election violence in 2001, resulting in the death of more than 35 people.

Opposition parties have said in the lead up to the election, their candidates campaigns have been disrupted on several occasions, while dozens of parliamentary candidates were disqualified.

The government has previously denied clamping down on dissent.

MDC accuses Zimbabwean government of using sanctions to conceal bad governance

The opposition party, Movement for Democratic Change (MDC) in Zimbabwe has accused the Zimbabwean government of using the targeted sanctions issue to conceal bad governance.

The ruling Zanu PF has been calling for the removal of targeted sanctions imposed by the west over alleged human rights abuses and election rigging.

MDC spokesperson Fadzayi Mahere was speaking to the SABC:

“Sanctions are just a propaganda tool that’s being used by this regime to excuse the bad governance and corruption crisis that we see in Zim. If you look at how this government has conducted itself, if you look at the human rights abuses, if you look at the abductions, if you look at all the corruption scandal, you will see that it’s not sanctions that are responsible for Zimbabwe’s crisis. It’s bad governance that is at the root of Zimbabwe’s suffering.”

AU calls for lifting of economic sanctions on Zimbabwe

The African Union Bureau of Heads of States and Governments called for the immediate lifting of economic sanctions on Zimbabwe.

The bureau held a teleconference led by President Cyril Ramaphosa in his capacity as AU Chairperson in April.

Sudan says it will discuss trade, migration deals with Israel

Sudan and Israel will discuss agreements to cooperate on trade and migration issues in the coming weeks, the Sudanese foreign ministry said on Sunday, signalling steps to implement a normalisation pact after decades of hostilities.

The U.S.-brokered accord made Khartoum the third Arab government to establish relations with Israel in the last two months, and only the fifth since 1948.

But prominent political factions in Sudan have rejected the accord. Some Sudanese officials have said it should be approved by a transitional parliament that has yet to be formed over a year after mass unrest ousted Islamist autocrat Omar al-Bashir.

Khartoum’s foreign ministry said Sudanese and Israeli delegations would meet in coming weeks to negotiate deals for agriculture, aviation, trade and migration. It gave no details or time frame for the talks.

Israel is home to 6,284 Sudanese who it deems to be mostly illegal economic migrants. But its past efforts to repatriate them were stymied by the official state of hostilities with Sudan, as well as legal challenges in Israeli courts.

“I understand that they have already agreed on a pilot programme, in the very near future, for several hundred (Sudanese to be repatriated),” Israeli Energy Minister Yuval Steinitz told Ynet TV. “And I reckon that, after the hundreds, several thousand will come along too – or, to more correctly, several thousand will leave.”

But an Israeli Interior Ministry spokesman told Reuters it was not aware of such a deal.

The normalisation deal is sensitive in Sudan, formerly a hardline critic of Israel, dividing opinion among military and civilian leaders heading a post-Bashir transition.

The Sudanese premier wants approval from a yet-to-be formed parliament to proceed with a broader, formal normalisation, and that may not be a quick process given civilian-military differences over the opening to Israel.

It remains unclear when the assembly will be constituted as part of the transition towards free elections.

An Oct. 15 report by Israel’s Intelligence Ministry projected deals in agriculture and desalination with Sudan. It also called for cooperation to prevent Sudanese soil being used by anti-Israel forces like Iran or Hamas.

AU welcomes Libya ceasefire deal, urges external parties to refrain from interfering

African Union Chairperson, Cyril Ramaphosa, has welcomed the signing of a Libya agreement, which ill see a countrywide and permanent cease-fire between rival forces in the north African country.

In a statement, the South African President says he’s delighted because this signals that the plea to silence guns in Africa is seeing the light of day.

“We congratulate all signatories for agreeing to this groundbreaking permanent ceasefire agreement. The signing of this agreement is an important step towards Silencing the Guns in Africa. We further support the appeal by the United Nations Secretary-General António Guterres for all stakeholders, regional and international actors to respect the provisions of the cease-fire agreement and ensure its implementation without delay in order to bring an end to this conflict. This includes ensuring the full and unconditional respect of the UN Security Council arms embargo,” Ramaphosa says.

The African Union says the ceasefire agreement, its enforcement and observation is a critical first step in creating conducive conditions for lasting peace. It paves the way for the resumption of the intra-Libyan dialogue, which is the only legitimate platform that can produce a durable Libyan-owned political solution.

In his capacity as the AU Chairperson, Ramaphosa has stressed the need for external parties to respect internal affairs of Libya and Africa and refrain from interfering. He also emphasised the importance of AU/UN collaboration in supporting the Libyan parties in search for a political solution.

President Ramaphosa concluded, “Guided by the spirit of fraternity, and the principles of solidarity and cooperation, the AU stands ready to accompany the Libyan people on this journey towards peace, national reconciliation and unity.”

The news of a Libya ceasefire was announced in Geneva, Switzerland, on Friday.
